Seems like spadeeye won't close empty tables that are closed (from players) for maintenance.
These tables won't close during datamine or manually from Datamining->Close Tables.

Opening 18 tables and waiting works for me. This time it took less than 10 mins for the first one to appear.

Something with your settings is wrong.
Please check "Main->options->open tables / close tables".
Sounds like you let it open tables, that you like to get closed at the same time...
Using SE 3.05 now and still have the same problem.
Yes, unfortuately this bug is still existing.
Don't know if this helps, but just noticed that SE (3.05) is able to close tables that are dragged away from their original positions.
Unfortunately no solution yet.
Best things to avoid this behaviour is to set a "higher" number for closing the tables in "main->options->close tables".
What number of player do you currently use?
Probably 1, or 2?
Please try 3-4.
